1 Introduction
This document has no regulatory power and is to be used for information only.
Sections 1 through 21, where completed, and the appendices conform to FIA WRC Appendix 3 regulations for
Rally Guides.

1.1     Welcome
Thanks for coming out to the middle of Tennessee to race with us! The towns of Linden, Lobelville, indeed, all
of Perry County, is very excited to have you visit. The early interest in this event from all the competitors is
fantastic. As exposure to tarmac rallying grows, we're seeing a very warm response from rally drivers, co-
drivers and riders.

This is an exciting year for the event because we are using two new stages and racing over 150 miles in two
days! This means more on-stage competition and two more spectator areas. Additionally, Lobelville is planning
a free country music concert to finish up the first day of racing. I'm sure Rally Tennessee 2010 will be another
super fun event for everyone!

1.2         Rally Tennessee History
The original Rally Tennessee was a gravel event held in the eastern mountains of Tennessee on some of the
same roads that played host to previous Cherokee Trails events. In 2005, Rally Tennessee moved west to
Linden, Perry County, Tennessee, and began the tarmac adventure. Rally Tennessee was the first full tarmac
event sanctioned in the United States. Then in 2007, the lightning rod of firsts struck again as the first tarmac
rally for motorcycles, under NASA Rally Sport's RallyMoto™ program, allowed what some described as Isle of
Mann style racing here in America. Rally Tennessee added new stages in 2009; and, two new stages will be
added again in 2010, making Rally Tennessee the longest current rally in the United States.

1.3         2009 Rally Tennessee Summary
Twenty-four car teams and fourteen motorcycle teams converged on Perry County, Tennessee for Rally
Tennessee 2009.

As expected it was tight competition for top placement in the winner's circle. Bill Conger, from North Carolina,
took first place overall on both Day One and Two in the RallyMoto™ competition with his Medium Modified
Aprilia RXV 5.5. Barely a minute behind in second place overall and first in class on Day One was Max
Stratton, from New Hampshire, on his Heavy BMW MegaMoto. Andrew Philips, also from New Hampshire,
took third place overall and first in class for Day One on a Medium Stock BMW G450-X. Ben Stratton, of New
York, finished up Day One as first in class on his Light BMW G450 Moto. On Day Two, newcomer Kurt
Weigand from North Carolina finished in second overall on his Medium Modified KTM 530 EXC-R. Seth
Strait, from Vermont, finished out the event in third place overall and first place in class on Day Two riding a

Medium Stock KTM 690-E. Hailing from North Carolina, Mike Warren took Heavy first in class on his BMW
HP2 and Tennessee competitor, Greg Crays, came in first in class on his Light Yamaha WR250.

Thomas Lawless and Brian Sharkey, both of Ireland, took first place in their Production 1 Mitsubishi Evo IX.
Danny O'Brien and Brendan McCabe, also from Ireland, took second in a Production 1 Subaru Impreza. Martin
Donnelly and Stephen Duffy, of Ireland, took third place overall in Donnelly's Production 1 Mitsubishi Lancer
IX. Brad Morris of North Carolina and Doug Nagy of California took first in class in their Modified 1
Mitsubishi Lancer while Dan Brosnan and Shane McCann, both from Ireland, finished first in Modified 2 in
their Nissan Sentra. David Allan, from Scotland, and Ben Slocum from Michigan, came in first in Super Stock
with Allan's Subaru Impreza. Robert Maunz and Mark Sackett, both from South Carolina, took first in Stock
class with their Mazda Escort GT.

1.6     Atlantic Rally Cup History
The championship began as Eastern States Rally Championship in 2004. That year, Rally Tennessee's tarmac
stages were not part of this first rally championship organized by NASA Rally Sport on the East Coast. Three
other events followed, with the series traveling to Eastern Tennessee and New York.

In 2005, the championship kicked off the rally season in South Carolina. This second year of the championship
saw it expand to five events, including the tarmac stages of Rally Tennessee in Linden, Tennessee! The series
culminated with the well-received International Rally New York which took place in northern New York.

In 2006 the championship added Rally West Virginia. The roads in West Virginia proved to be
technical, popular and further increased the varied types terrain that competitors fight to conquer
each season. The now familiar events - Sandblast Rally, Rally Tennessee, Rally West Virginia, and Black River
Stages - comprised the championship. Rally West Virginia was additionally honored by
becoming a two-day event and host to the Max Attack! series.

In 2008, the twin championships of the Atlantic Rally Cup and Atlantic RallyMoto™ Cup
replaced the Eastern States Rally Championship. The 2009 season included the four familiar
events and new events in both New Hampshire and Florida. The slate for the 2010 Atlantic Rally Cup season
includes Sandblast Rally in South Carolina, Rally Tennessee, Rally West Virginia, Black River Stages in New
York, and European Rally School Stages in Florida. The Atlantic RallyMoto™ Cup 2010 season includes
Sandblast Rally, Rally Tennessee, Rally West Virginia, and Black River Stages.

3.2      Criteria for Acceptance of Entries
The entry application will only be accepted through the official online entry form and accompanied by the total
entry fee. Your entry will only be secured with payment in full. The organizers reserve the right to cancel the
event if insufficient entries are received before the Early Entry Deadline.

The above are the dates and times by which payment must be received. The postmark of any correspondence
will not be considered when determining whether an entry is received early. We remind competitors that instant
credit card payment is available through the web site and instant entry delivery is available online.

3.5     Entry Packages
The Reserved Entry is available to those who entered either last year's Rally Tennessee or the most recent series
event (Sandblast Rally 2010). Reserved Entry eligibility may also be purchased for $200, which does not count
toward the Early Entry Fee.

The Early Entry fee will only be available to those competitors who have paid before the Regular Entry period
begins. The Regular Entry fee will only be available to those competitors who have paid before the Late Entry
period begins. Submitting your Entry Form early without payment will not suffice.

Initially, 30 entries will be reserved for cars and 40 entries will be reserved for motorcycles. When Regular
entry begins, these reserves vanish. A total of 50 minutes worth of vehicles will be accepted, with each
motorcycle counting as 30 seconds.

"Two Buddy" Discount: Running on pavement is super fun and people have experienced it know this fact!
To encourage new people to compete on tarmac, we offer the "Two Buddy" discount. Any entrant qualifies for
the discount if he/she "brings" two entrants, who have never competed at Rally Tennessee, to the rally. The
qualifying entrant will receive a 50% discount off the early entry fee for their appropriate vehicle
(car/motorcycle).

Restrictions:
1. This discount is only 50% of an early entry amount, regardless of when the qualifying entrant pays
        his/her entry fee.

3.6     Stage Notes
Stage Notes are mandatory for all car participants. Competitors may not refuse to pay the stage notes fee. The
stage note system uses an automated computer program to generate a description of the special stage road using
sensors fitted to a vehicle driven through each stage. The Stage Notes are intended for use without
reconnaissance. They describe the route in more detail than the Road Book. The use of the Stage Notes is a
direct contract between the competitor and P-Sport, Inc., with the organizer’s involvement being limited to
authorizing the use and facilitating the preparation and distribution on behalf of P-Sport, Inc.

3.7     Insurance Coverage Provided by Entry
3.7.1 Description of Liability Insurance Coverage
The Entry Fee includes the insurance premium to insure the competitor and other parties as necessary against all
third party bodily injury and property damage for the amount of $5,000,000 per occurrence.

3.7.2 Description of Accident Medical Coverage
All competitors, service crews and all event participants (staff, marshals, volunteers, etc.) have secondary
medical coverage of $1,000,000.There is a $1,000 deductible for those without their own primary medical
coverage.

3.7.3 Period of Insurance Coverage
All insurance coverage will come into effect at the opening of the Rally Office and will end at the close of the
Rally Office or at the moment of competitor retirement, exclusion or disqualification.

5 Reconnaissance
5.1     Registration Schedule
All entrants taking part in the reconnaissance must register to obtain all necessary documents. Reconnaissance
registration will only be done during the times listed below:
    • Thursday May 27, 5 - 8pm at the Perry County Community Center (Express Registrants Only)
    • Friday May 28, 8am -3pm at the Perry County Community Center

5.2     Reconnaissance Vehicle Insurance
It is important to note that the vehicle used for reconnaissance must be covered by insurance in accordance with
GRR § 2.3.2.

5.3     Reconnaissance Vehicle Identification
Competitors will be issued identification numbers to be affixed to the outside of the driver's side rear window.
Failure to display these numbers or displaying them incorrectly or incompletely will result in a 30 second
penalty.

5.4     Reconnaissance Schedule
The entire course opens simultaneously, but in one direction only. During the morning all stages run in the
forward direction and during the afternoon all stages run in the reverse direction. Teams who begin
reconnaissance on time will be able to make two passes over each stage.
    • Forward direction 7 - 11am
    • Reverse direction 12 - 4pm

5.5     Reconnaissance Speed Limit
On the special stages, the speed limit is 35 mph unless traffic signs indicate a lower limit. Competitors are
reminded that stages will be open to normal traffic during reconnaissance and that they must drive in a manner
that does not endanger or inconvenience other traffic. Speeds can be checked by either law enforcement or
event officials using any method.

5.6     Penalties
No reconnaissance outside the official scheduled time is allowed for this rally. Illegal reconnaissance will result
is exclusion from the rally. Failure to correctly display the reconnaissance vehicle identification will result in a
30 second penalty. Reckless driving or other unsportsmanlike conduct will be assessed a penalty per the
discretion of the Clerk of the Course. Failure to follow direction of traffic for reconnaissance per the published
schedule will result in disqualification from the event.
Penalties for speeding are as follows:
        1st Offense = $200
        2nd Offense = $400 and 2 minute penalty
        3rd Offense = Disqualification
All fines must be paid in cash to the Clerk of the Course, prior to the first vehicle starting the Event.

5.7     Maximum number of Passes
Only two passes will be allowed per stage. This will be regulated by means of a reconnaissance log. All
competitors must check in with the reconnaissance volunteer at the start of each stage.

5.8     Reconnaissance Vehicle
No competition vehicles may be used for reconnaissance. No vehicle may have decals or numbers or racing
graphics other then recce identification numbers provided at recce registration.

5.9     Direction of Reconnaissance Traffic
Reconnaissance may only be conducted in one direction depending on the reconnaissance schedule. Failure to
follow direction of traffic for reconnaissance per the published schedule will result in disqualification from the
event.


6 Shakedown
6.1     Participation
Competitors who have completed registration, scrutineering, and the Novice Competitor Orientation (if
required) may run the shakedown stage. All safety gear is required.

6.2     Location
Short Creek Road, Linden, Tennessee. Directions are provided for competitor use in the Road Book. Service
crews may use the directions provided in Section 25.2, reference Short Creek.

6.3     Times
Friday May 28, 2010 4:30 - 6:30pm

6.4     Participants
No service crew members or spectators may participate by riding in a vehicle at the shakedown stage. Please
note that the shakedown stage is used for publicity: rides in rally cars are sometimes arranged for event sponsors
and town officials. Some teams will be approached and asked to provide rides for the mayor, police chief, or a
sponsor. Please understand that this sort of activity is paramount for continued close relations with the
town and forest that allows us use of their roads. These riders may need to borrow helmets. The ride with a
sponsor should be at 60-70% of testing speeds, and viewed as a ride, not an opportunity to test.

6.5     Cost
Each run through the shakedown stage costs five dollars. When carrying a sponsor or official the run will be
free of charge.

6.6     Spectators at the Shakedown
One spectator area will be available at the Shakedown stage. All persons who go to this spectator area must sign
a waiver. Spectators will be allowed within the taped off area only. Any team members or crew traveling
outside the taped area will incur a one minute penalty.

6.7     Directions to Shakedown
Directions are provided for competitor use in the Road Book. Service crews may use the directions provided in
Section 25.2, reference Short Creek.

6.8     Parc Exposé for Shakedown Participants
Competitors who participate in the Shakedown stage must attend the Parc Exposé immediately following the
Shakedown stage. The Parc Exposé will take place at the Linden Town Square on Main Street from 6:30 -
7:30pm.

12 Import of Vehicles & Spare Parts
12.1    Importing into the United States
The following is an excerpt from a U.S. government publication entitled “Importing A Car”:

        Nonresidents may import an automobile or motorcycle and its usual equipment free of duty for a
        temporary stay to take part in races or other specific purposes. However, prior written approval from the
        EPA is required and such approval is granted only to those racing vehicles that EPA deems not capable
        of safe or practical use on streets and highways. If the contests are for other than money purposes, the
        vehicle may be admitted for 90 days without formal entry or bond if the Customs officer is satisfied as
        to the importer’s identify and good faith. The vehicle becomes subject to forfeiture if it is not exported
        or if a bond is not given within 90 days of its importation. Prior written approval must be obtained from
        DOT. A vehicle may be temporarily imported for testing, demonstration, or racing purposes.

With rally cars being capable of “safe and practical use streets and highways” this complicates matters, and we
recommend that you research the matter carefully. Another encouraging part of the document states “These
vehicles may be operated on public roads or highways provided the operations are an integral part of the test.”
Also, Rally Tennessee, giving no prize money, does fulfill the “contest for other than money purposes” clause.
The Supplemental Regulations explicitly state that no prize money will be awarded.

You may submit these forms yourself, or have a customs broker (in the U.S., in a port near where the car will

businesses deal with cars that are imported for sale.

    •   Driving from Hurricane Mills to Linden takes you through Lobelville. This 30 MPH zone is a notorious
        speed trap. Past competitors have been ticketed for one to two miles over the speed limit.
    •   If taking the shortcut from the Community Center to the High School, there is an All-Way Stop by the
        church that is often monitored by police. Please come to a full and complete stop at this intersection.

14.3    Transport of Fuel in Tennessee
A Commercial Drivers License is required if transporting hazardous materials in Tennessee, regardless of the
weight of the vehicle. A Hazardous Materials Endorsement (HAZMAT) authorizes the operation of any vehicle
carrying hazardous materials. The Tennessee Department of Safety requires fingerprinting and background
checks for new Hazardous Material Endorsement (HME) applicants and current Hazardous Material
Endorsement holders at time of their renewal in accordance with Section 1012 of the USA PATRIOT Act. The
federal Transportation Security Administration (TSA) and the U.S. Department of Transportation (DOT)
regulations require the secure transport of hazardous materials, including explosives.

15 Scrutineering Sealing and Marking
15.1    Pre-Event Scrutineering
The driver, co-driver and/or rider do not have to be present at Scrutineering. However, their helmets, driving
suits, and other safety gear must be examined at the same time the vehicle is examined.

Head north on Factory Street toward Main Street. Turn right at West Main Street. Turn left at Highway 13

The following items should be prepared before the vehicle undergoes scrutineering:
    • Tech sheet should be filled out with vehicle number, event name, event date, and team names;
    • Appropriate vehicle numbers should be in place; and,
    • Organizer provided vinyl package should be in place.

15.2    Post-Event Scrutineering
15.2.1 Date, Time, and Place
Sunday May 30, 2010 5:30pm

Upon completion of the event, vehicles requiring post-event scrutineering will be directed by the Chief
Scrutineers to remain at the Parc Exposé for scrutineering.

On Saturday May 29, 2010, the first vehicle will be scheduled to start Leg One of the rally at 9:31am from the
Lobelville service area. On Sunday May 30, 2010, the first vehicle will be scheduled to start Leg Two of the
rally at 9:31am from the Linden service area.

16.2    Procedure
All competing vehicles and crews must report to the start are and Parc Exposé by 8:30am on both Saturday May
29 and Sunday May 30, 2010. Motorcycles will start the rally first in one minute intervals Thirty-second
intervals will be used if more than 29 motorcycles enter the rally. Cars will start the rally second in one minute
intervals.


17 Finish Procedure

Upon arrival, vehicles will clear the final control. They may declare their arrival minute if they desire. They
will then be directed either to impound, service or Parc Exposé by the Chief Scrutineer.

The Awards dinner and ceremony will be held at Hot Rods & Cadillacs.

21.2    Service Vehicle Registration
All service vehicles must be registered with the rally. All service vehicles must carry at minimum the same
amounts of liability insurance coverage that is required of rally cars.

For those teams renting service vehicles such as cube vans or box trucks, we recommend contacting those
companies well in advance to obtain appropriate insurance documentation. Alternatively, copies of your
personal policy showing liability coverage when driving other vehicles will also be accepted. You will also
need proof of state registration for the vehicle.

21.3    Vehicle Registration & Licensing
All rally vehicles must be registered either with a state agency, or, in the case of imported cars, the federal
government. All rally vehicles must be insured for public road travel. Providing these documents is part of
entering the rally and administrative checks.

Directions to spectator areas are provided in the event Spectator Guide. Spectators may purchase a guide for
$10t. Spectators may purchase the guides at a variety of locations in Perry County. Guides include information

23.4    Rally Weekend Concert
A free country music concert will be offered in Lobelville on Saturday evening from 7:30 - 9:30pm. All
competitors, crew and volunteers are welcome to attend.

Award-winning country and blues crooner T. Graham Brown will perform a free post-race concert in Lobelville
on Saturday, May 29, 2010 following the conclusion of the first leg of racing. Graham’s performance will
conclude a day-long offering of music in Lobelville, as part of the Memorial Day weekend festivities.

T. Graham Brown w/ special guests Benita Hill, Blue Mother Tupelo, Les Kerr, Johnny Collier, Clyde
“Memphis Blue” Dotson, and featuring Perry County’s very own country band Mojo.
