WHEN AND HOW WAS THE
PROGRAM ESTABLISHED?
• 1877 the first factory inspection law was passed
• Before passage of OSH Act in 1970, most states had factory
inspection laws
• 1975, 29 CFR 1908 was published as the mechanism for
implementing a consultation program
• CAAA section 21(d), is the new authority
