Policy context
DIRECTIVE 2002/91/EC, 16 December 2002, on the energy
performance of buildings (EPBD).
Biomass Action Plan COM(2005) 628 final (BAP): Communication
adopted in December 2005 (07.12.05); action plan designed to increase
the use of energy from forestry, agriculture and waste materials in three
sectors: heating, electricity & transport + horizontals.
DIRECTIVE 2004/8/EC (CHP), 11 February 2004, on the promotion of
cogeneration based on a useful heat demand in the internal energy
market.
An Energy Policy for Europe COM(2007) 1 final, 10 January 2007, to
increase share of RES in the current energy mix to 20% by 2020
- action for RES-H/C is implicit !

Objectives
Support policy development by transferring experience and
improving understanding of the actual and potential contributions
by RES-H/C to heating and cooling consumption in the EU.
Monitoring, benchmarking and assessment the effectiveness of RES-
H/C policies, legislation and support schemes; making RES-H/C
policies more consistent with other sectoral policies and objectives.
Removal of market barriers and simplify approval procedures for
construction and use of biomass, solar and geothermal heating/cooling
systems;
Improvement of the availability, quality and sustainability of biomass
fuels; strengthening market links between biomass production and use.
Changing behaviour of decision-makers and RES-H/C stakeholders
Stimulation of new investment in RES-H/C, including district heating
and CHP, and in manufacture of RES-H/C technology, notably by
SMEs.
Training more RES-H/C professionals, technicians and craftsmen.

Enabling policies and strategies:
Analyse, monitor, benchmark and develop innovative policies, including
support schemes (optimisation of effectiveness, coordination and
harmonisation), facilitate exchange of experience on EU, national, local and
regional policies related to RES-H/C (particularly district heating and CHP)
Monitor the impact of RES-H/C, including on security of supply, the
environment, economic growth, competitiveness, employment, etc.
Market transformation:
Accelerate deployment of RES-H/C, including DHP/CHP, biomass, solar
and geothermal applications in buildings and in industry.
Initiatives to promote sustainable production and supply of biomass fuel,
plus intelligent combinations of RES-H/C and storage (non-technological
aspects).

Changing behaviour:
Information, promotion and transfer of best practices to industries and the
public sector on switching to RES-H/C systems and fuels
User behaviour studies related to sales and use of RES-H/C systems and
fuels (including district heating)
Access to capital:
Innovative financing schemes and communication drives involving RES-
H/C project developers, financing institutions and investors plus
cooperative project financing.
Training:
Strengthen local entrepreneurship capacity (notably in SMEs) for providing
services related to fuel supply and installation and management of RES-
H/C systems.

Other features of on-going projects
Important areas not well covered by successful proposals include
promotion of biomass CHP and RES cooling
With the development of EU policy related to RES-H/C there may be a
need to further facilitate the development of national RES-H/C policies,
legislations, action plans by enhancing international co-operation and
exchange of experience and ideas with substantial involvement of
relevant policy-makers and industries.
Important group of market actors not represented directly in successful
proposals include sectorial industrial and tertiary organisations who could
benefit from deploying RES heating and cooling solutions (e.g. tourism-
related organisations, various processing
Given the fact that provision of reliable heating solutions is particularly
important to new EU Member States (e.g. due to climatic conditions and
inefficiency of existing heating systems), their real involvement in VKA6
has however been rather limited. industries, SMEs, etc).
