        The traffic recorder shall be a self-contained; microprocessor based data collection recorder that uses noninvasive
        microwave radar to record up to two lanes of vehicular traffic. The recorder shall be able to collect volume,
        speed, and length data.

        The traffic recorder shall be designed for portability and ease of setup and operation in the field. As such, it
        shall not weigh more than 14 lbs. with a battery installed (19 lbs with two batteries installed). There shall be no
        need of angle finders, inclinometers, calibration tools, or any other peripheral device (other than a PDA) so that
        installation is very simple, having large tolerances, while at the same time yielding highly accurate volume,
        speed, and length data.

        The recorder shall have the ability to download in the field to a PDA device through the serial port. All standard
        setups will be accessible through a handheld PDA. Operation of the recorder can be observed on the PDA to aid the
        customer in testing and startup. All dates displayed on the PDA must be standard US format (M/D/Y). All vehicle
        speeds must be displayed in MPH. All vehicle lengths must be displayed in feet. The PDA used must be a currently
        manufactured model with Windows Mobile operating system.

        The data from the recorders must either download directly, or via a PDA, to the TRAXPro Software. The data must be
        completely compatible with all the edit and report functions of the TRAXPro software.

        General Specification

        WarrantyAll recorders shall have a one-year warranty as part of the contract.

        SupportAn 800 telephone number shall be provided for support. All support shall be free. All User's Manuals for
        the equipment must be available for download from the manufacturer's web site. Training materials, including video
        demonstrations of the product, must be available for download from the manufacturer's web site.

        Physical Specifications

        SizeThe recorder shall not exceed 13" X 12" X 7.5"
        For optimum portability, the recorder shall not weigh more than 14 lbs. with a battery installed. When the
        Recorder is deployed for an extended period of time, a second battery can be installed to extend the operational
        time between charging. In this case the weight shall not exceed 19 lbs.

        PowerThe recorder shall use a rechargeable gel cell battery. An optional solar panel shall be available for use
        when doing extended data collection.

        EnvironmentalThe recorder will operate in the following temperature ranges:
         -40°C to 70°C

        CommunicationsThe recorder will have a serial port that can be used to communicate to either a pocket sized data
        retriever (PDA) or desktop/laptop computer. The Recorder must be able to work with a model of PDA that is currently
        in production and runs the Windows Mobile operating system.

        ClockA real time clock shall be included in the recorder. The clock will also allow for time intervals from 1
        minute to 60 minutes.
        MemoryThe recorder will have a minimum of 4 MB of internal memory capacity standard. Memory chips must be
        soldered onto the circuit board. Flash cards or plug in memory expansion modules will not be acceptable.

        AccuracyData collected must be accurate to 98% in the near lane and 96% in the far lane when compared to known
        values. This accuracy must be consistent in volume, binned and per vehicle data modes.

        Operational Specifications

        SetupThe recorder will allow the user to do the following using a PDA:

        View and Program Site Code
        View and program Time and date clock
        View Vehicle speeds in mph, in real time
        View Vehicle lengths in feet, in real time
        View Battery condition, by displaying voltage

        Volume DataThis mode is for the collection of volume only data. Data is collected on a user selectable time
        interval, including 1, 5, 15, 30 or 60 minutes.

        Binned DataThis data mode allows you to collect traffic speed and/or length data. When the recorder is used for
        binned data, the speed will be displayed in mph and the length displayed in feet.

        Per Vehicle DataThis mode allows you to collect data on a vehicle by vehicle basis. The data for each individual
        vehicle must be viewable in the software.

        Data RetrieverThe hand held data retriever (PDA) must be a currently manufactured model available for purchase
        directly from the manufacturer. It must use a Windows Mobile based operating system.

        Software Specifications

        ComputerThe software shall operate on an IBM PC or compatible machine running either Windows 2000, XP or Vista.
        The software shall operate with keyboard or mouse.

        LicenseThe software shall be user licensed for use on multiple agency owned computers.

        UtilitiesThe software will install in the normal manner for a windows based program and will allow the user to set
        up directories for data storage.
        The software will output data in generic ASCII format which is comma delineated as well as Excel format.

        FeaturesThe software must have the ability with proper data files to produce the following types of data. Speed,
        volume, length and must be able to separate tailgating vehicles.

To meet the requirements of Vermont Statute 32 V.S.A. subsection 3113, by law, no agency of the State may
enter into, extend or renew any contract for the provision of goods, services or real estate space with any
person unless such person first certifies, under the pains and penalties of perjury, that he or she is in good
standing with the Department of Taxes. A person is in good standing if no taxes are due, if the liability for
any tax that may be due is on appeal, or if the person is in compliance with a payment plan approved by the
Commissioner of Taxes, 32 V.S.A. subsection 3113. In signing this bid, the bidder certifies under the pains
and penalties of perjury that the company/individual is in good standing with respect to, or in full
compliance with a plan to pay, any and all taxes due the State of Vermont as of the date this statement is
made.

must be received prior to issuance of Purchase Order. If the certificate of insurance is not received by the
Division of Purchasing and Contract Administration within five (5) days, the State of Vermont reserves the
