									Bishop's Stortford & Sawbridgeworth SAPG: Context


The Bishop’s Stortford and Sawbridgeworth Strategic Area Partnership Group (SAPG) is committed to the vision of “putting the learner first” by working
collaboratively to develop an 11-19 curriculum. A curriculum that places the learner at the centre, promoting access to high quality learning opportunities,
enabling young people to realise their full potential in adult and working life. IAG is strong.


There are in excess of 3000 students aged 14-19 across the SAPG. The SAPG is high performing. All 6 schools have single or dual specialist status and have
achieved good or outstanding in their Ofsted reports. KS4 data including graphical representation can be accessed using the tabs below. 75% of KS4 student
progress onto L3 courses including Advanced Apprenticeship; 14% access L2 courses including Foundation Apprenticeship. 0.6% are considered to be NEET. (Data

A recent development is school academy status. It is likely that 3 of the 6 schools will hold Academy status by the end of the 2011-12 academic year. These
include Hockerill, Leventhorpe and Birchwood.
St Mary's School, The Bishop's Stortford High School and The Hertfordshire & Essex High School have, to date, not announced any intention to move towards
academy status.



From September 2011 technical learner pathways will include, for example, the Motor Vehicle technical certificate programme at L1, L2 and L3 and BTEC Level 2
Construction. This builds upon existing vocational facilities and learning programmes such as L1 and L2 VRQ Certificate in Salon Services and Sports Leadership
Awards. A link with Uttlesford Consortium (Essex) has enabled a L1 animal care course to be offered. There is a wish to expand L2 opportunities at post-16 but all
sixth forms, from a capacity perspective, are full. There are limited opportunities to rationalise but there is a shortage of appropriate accommodation overall in
the SAPG. This technical provision complements the successful academic pathways in schools.


Post-16 AS and A2 level provision has expanded from a single consortium block to a more comprehensive model. Two schools have merged two option blocks
greatly increasing the curriculum offer. This has caused a significant challenge to the timetablers particularly when taken into context with the existing consortium
offer across both KS4 and post-16.

Curriculum Managers decided not to continue to offer the diploma programme due to the mixed messages emanating from central government. As a result 116
Yr11 and Yr13 students will be completing their diploma programme during the academic year.

Whilst the BS&S NEET figures are low , particularly in comparison to other areas, the SAPG is looking to help address the lack of alternative provision across the
area for NEETs and pre-NEETs including those who may be disengaged through the lack of access to alternative pathways. From September 2010 one of the
consortium schools has been running a compressed KS3 which enables FL programmes to be offered to those students who may have been at risk of becoming
NEET eg a L1 motor vehicle course (100% pass); a L1 City & Guilds Employability and Skills course (results awaited). Expertise and experience gained will be
shared.



The SAPG schools have a successful Fair Access policy which works across the 6 secondary schools to ensure that managed moves, hard to place students and
permanent exclusions are dealt with effectively. Outreach support is provided at KS3 by the Longmore Centre. There is no KS4 local outreach support.
