Golden State not so Golden – California and Three Others Receive Failing Grades
Small business owners in California, New Mexico, Rhode Island and New York gave their states failing grades as to how friendly they are to small businesses. These were the only states to receive an “F” as its overall grade.

Dallas-Fort Worth, San Antonio and Austin are joined by Oklahoma City as the top four most friendly cities to small businesses, while Tucson, Arizona joins the California trifecta of Los Angeles, San Diego and Sacramento as the most unfriendly.
