London 2012 Olympic Games: scoping the analytical and legacy issues for Communities and Local Government

This study was commissioned by Communities and Local Government in 2007 throughits New Horizons Research Programme. The authors, Cambridge Policy Consultants(CPC) were asked to highlight the key linkages between the London 2012 Olympicsand Paralympics, and the Department’s policy remit and objectives. The reader shouldnote that the views expressed here are the authors’ and do not necessarily reflect theviews of the Government or Communities and Local Government.The aim of the report was to inform the development of the Department’s thinkingregarding the legacy of the Games, including its scope, an assessment of the evidenceand transferable lessons from other recent Games, and what actions we might have totake to secure and maximise the legacy benefits. As such, the findings of the reporthave been used for several purposes, including identifying questions for the LegacyMasterplan Framework (the spatial masterplan for transforming the Olympic Park) toaddress, and the development of future work and wider Olympic evaluations. Thereport should be seen as an addition to the evidence base. The questions raised in thereport do not represent a definitive list of policy issues that must be addressed, norshould they be seen as a statement of future policy.This report provides a useful snapshot of legacy issues in 2007, many of which hadalready been factored into our legacy planning. However, the rapid rate of progressacross the Olympic Programme means that many of the issues raised in this reporthave already been addressed or overtaken by events, for example the global economicdownturn. The effect of the downturn has been to create a more challengingenvironment, but with careful management challenges are being contained andcontrolled within the existing budget.

At the time of London’s bid to host the Olympic and Paralympic Games in 2012 the cost ofthe Games was estimated to be just over �4 billion. The costs were to be met by publicsector funding of �3.4 billion, with a further �738 million from the private sector.After London was awarded the Games, the Department for Culture, Media and Sport andthe Olympic Delivery Authority reviewed the cost estimates and in March 2007 announceda budget of �9.325 billion. The Department has stated that public sector funding will notexceed this figure.The March 2007 budget included contingency provision of �2.747 billion. This sum wasnot included at the time of the bid despite Treasury guidance that budgets for majorprojects should allow for the tendency to underestimate costs. Since March 2007, �500million of the programme contingency has been allocated to the Olympic DeliveryAuthority to cope with early financial pressures. Clarification over the delivery structuresfor the Games means that the Olympic Delivery Authority incurs tax liabilities in thenormal way, and this has added a further �836 million to the earlier cost estimates.

Winning the right to host the London 2012 Olympic Games was a great achievement for London and the British Olympic Association. The Olympic Games and Paralympic Games are the largest sporting events in the world. The entire public funding package for the Olympics, including transport, is �2.375 billion; the whole operating cost of the Games, again including transport, is �1.5 billion. �692 million will be spent on the Olympic transport budget, including capital costs; and transport operating costs are expected to be �150 million. 16,000 athletes and team officials, and almost 10,000,000 ticketed spectators, are expected to attend the Games. The Paralympic Games involves the estimated participation of 150 countries, 4,500 athletes, and 3,000 officials and members of staff.
