Yet, where as the regions banks may hold plenty of cash, what can be said about their brand value? The Brand Finance review of the top 500 financial service brands in the world, provides great insight into the top finance brands by sector. Unfortunately for the Middle East's banks, their brand value could not get anywhere close to that of the big brands in the rest of the world.The fragility of the Middle East financial industry was brought to light as the financial crisis hit. Despite the boom of recent years in the region, the recession led to an exodus of foreign investment, as well as a big chunk of the expat workforce. The global economic crisis damaged the level of foreign investment into the UN Economic and Social Commission for Western Asia (ESCWA) region. Foreign direct investment (FDI) to the area, covering 14 Arab countries, fell from US$64 billion in 2007 to around US$60 billion in 2008. This illustrates how people were prepared to invest money in the fledgling financial sector in the Middle East whilst things were going well, but then quickly lost confidence at the first signs of trouble.Whereas mature financial institutions, such as the Bank of America, HSBC and BNP in the West have developed a strong brand value that can even withstand the effects of a global recession, the younger financial groups in the Middle East have not been able to develop the same level of brand strength. This means that the level of confidence shown in these banks is also low compared with others in the world that have lived through, and survived, more economic difficulties.This summer even saw Bahrain, the banking capital of the Middle East, for more than three decades, experience harsh times. The survey, conducted by Manpower Inc., shows that employers in 25 of 33 countries and territories still expect positive hiring activity in the coming quarter; however, those in 30 say they will slow the pace of hiring from three months ago. Year-over-year hiring forecasts are also weaker in 25 countries and territories; and employers in 21 countries and territories are reporting the weakest hiring plans since the survey was established there by Manpower.The global employment picture for the first quarter of the new year is noticeably weaker and the vast majority of employers are telling us that they will take a wait and see approach before hiring or further reducing staff. These backlogs resulted from reliance on inefficient manual confirmation processes that failed to keep up with the rapidly growing volume and because of difficulties in confirming information for trades that end-users transferred to other parties without notifying the original dealer. Although these trades were being entered into the systems that dealers used to manage the risk of loss arising from price changes (market risk) and counterparty defaults (credit risk), the credit derivatives backlogs increased dealers’ operational risk by potentiallyallowing errors that could lead to losses or other problems to go undetected.In response, a joint regulatory initiative involving U.S. and foreign regulators directed the 14 major dealers to work together to reduce the backlogs and address the underlying causes. By increasing automation and requiring end-users to obtain counterparty consent before assigning trades, the 14 dealers reduced their total confirmations outstanding more than 30 days by 94 GAO was asked to review (1) what percent to 5,500 trades by October 2006, as shown in the figure below.caused the trade confirmation backlogs and how they were being addressed and (2) how U.S. financial regulators wereoverseeing dealers’ credit derivative operations, including the security and resiliency of the information technology systems used for these products.
