NAGPUR: The Planning Commission has allayed fears of animal welfare activists on the recent working group report on animal husbandry and dairying (2012-17) recommending to lift ban on beef exports from India."The recommendation should not be considered as the view of plan panel," said Surinder Singh, adviser to the planning commission, while talking to TOI from Delhi.On Monday, Abhishek Kadyan, animal welfare activists led by media adviser of the UN-affiliated International Organisation for Animal Protection ( OIPA) in India, and others delivered a protest petition to Singh against the working group's recommendation lifting ban on beef exports.Singh said there are over 100-150 working groups for various sectors that keep on making various recommendations. "It is not necessary that the plan panel accepts all such recommendations," Singh made it clear."Once the group's recommendations are accepted, a plan document is prepared. It is then forwarded to the steering committee of the government before being forwarded to the National Development Council ( NDC) consisting of state chief ministers," Singh said.Kadyan says the Constitution clearly underlines the importance of cow and its protection. Article 48 under the directive principles of the state policy for agriculture and animal husbandry reads: "The state shall endeavour to organize agriculture and animal husbandry on modern and scientific lines and shall, in particular, take steps for preserving and improving the breeds and prohibiting slaughter of cows and calves and other milk and draught cattle."

The severe floods, resulting from heavy monsoon rains and freak weather systems commenced in July, 2010, in the high altitude, northern parts of the country. The rains, which broke a long standing,100 years record flood in early 1900s, rapidly became devastating for the provinces of Khyber Pukhtunkhwa, Punjab, Gilgit-Baltistan and Azad Jammu and Kashmir. They also inflicted heavy damage in some districts of Sindh and Balochistan. By August 22nd, 2010, the BBC estimated that more than 2,000 people had lost their lives, not counting the missing persons whose bodies may still be buried in silted-up areas. The flood waters indirectly affected about 20 million people according to UN sources and figures presented by President Asif Ali Zardari in a press conference with UN Secretary General, Bon Ki Mon. By August 22nd, 2010, the floods had affected about 160,000 km2, and were increasing as they flowed towards the Indus Delta (see figure 1). It is worth noting that the number of people affected by this disaster exceed the combined total of affectees from the 2004 Indian Ocean Tsunami, the 2005 Kashmir earthquake, and the 2010 Haiti earthquake.

New Delhi Over two years ago, a petition to the Election Commission, eventually dismissed, had sought a freeze on the BSP’s election symbol because of the number of elephant statues being erected in UP.Now, the EC has warned the BSP that it may take a fresh look at that decision. A new petition has cited another ground in seeking a similar freeze. And what has put the BSP on the back foot is the way it has contradicted itself after it responded to that first petition and to the events that have taken place since.Following the first petition, the BSP had said it was the government, not the ruling party, that was responsible for these constructions. But when the EC set about covering elephant statues in government parks ahead of the elections, it admitted it was indeed the party that had erected them.In between, the Ministry of Environment and Forests declared the elephant a national heritage animal. This was on October 21, 2010, 10 days after the EC had dismissed the first petition, filed in 2009.The heritage status was the ground cited in the new petition, filed in August 2011. “We filed the petition as the elephant is a national heritage animal and also to prevent cruelty against the animal by candidates who, in the past, have been found using live elephants on campaign,” says Naresh Kadyan, who represents People for Animals-Haryana and the International Organisation for Elephant Protection in India.The EC sought a response from the BSP; party general secretary Satish Mishra in November called it politically motivated; the EC then sought Kadyan’s response. “We have replied to the points raised by the BSP,” says Kadyan.The EC has taken note of Mishra’s reaction to the covering of the statues. Motor vehicles contribute significantly to emission inventories in certain regions specially on urban areas. The pollutant species most often of concern with respect to transportation facilities are carbon monoxide (CO), hydrocarbons (HC), photochemical oxidants e.g., ozone (O3), nitrogen oxides (NOx), particulate matter (PM), and lead (Pb). In spite of great improvements in most developed countries due to reduced use of leaded fuels, highway emissions of lead remain a persistent air quality problem. Recent studies indicate that motor vehicles are also a major or primary source of other toxic air pollutants including 1.3-butadiene, benzene and a number of carcinogens, associated with particulate matter. As the vehicle fleet continues to grow, motor vehicle emissions and the products of their transformation in the atmosphere are becoming increasingly important contributors to nearly every major air pollution problem facing the world today. In urban areas, where more than 70% of the population live, levels of motor-vehicle related pollutants frequently exceed internationally agreed air quality guidelines. Recent study found that pollutants concentration in micro-environments (vehicle inside, footpath, corridors etc.) are very much different from that in local monitoring stations. (1) In developed countries, governments have fought for clean air by regulating all major and many minor sources of air pollution. Industrial emissions have been significantly reduced. As a result of new motor vehicle emission standards introduced in 1988, new vehicles in developed nations are 90% cleaner than those manufactured in the 1970s. However, despite those substantial efforts, we continue to be plagued with air pollution problems. A major issue is our continued and growing reliance on the private car. Growth in both the number of operating vehicles and in the usage of these vehicles, is a detriment to the technical progress being made as cleaner new cars replace older, high pollutin
